The substrate is the underlying material a finish is applied to. For woodgrain aluminium the substrate is marine-grade aluminium; for ACP it is the core sandwiched between aluminium skins.
Combustibility is assessed on the substrate, which is why a non-combustible aluminium substrate matters under the NCC.
